With the switch up turn on the power. It will take about 15 seconds to warm up. The voltage should be set to 150 volts or less.
When charging the voltage should be less than 150 V and the current will start at about 15 ma and fall exponentially toward zero. When little current is detected the capacitor is fully charged.

Switch to "discharge" and touch the rod to either the tin foil, which gives the largest sparks, or the plate which will sometimes weld and hold itself up.
Touch the rod to the plate. It gives off a nice spark with a zapping sound. Here the rod has welded itself and stands upright.
